But the most significant change is that the ban on transferring highways passing through settlements to the balance of the federal budget has been removed from the document. This gives the local authorities the opportunity to put their “headache” “on the neck” of Rosavtodor for the maintenance and establishment of pedestrian crossings, traffic lights, sidewalks and other matters on such routes. The first version of the bill from the Ministry of Transport did not contain such a “gift” to the regional authorities.
