That should warn motorists that, despite the permissive signal from the traffic light, there may be a crosswalk in the direction of their movement, giving the pedestrian an advantage over the vehicle. That is, it should be skipped.

However, this practice is not new. And it has already been actively used as an experiment. It is possible that this will increase the safety of the “pedestrians”, but it will not affect the situation qualitatively. According to the AvtoVzglyad portal, in order to exclude pedestrian incidents, there should be no places on the roads at all where they can cross cars. And for this it is necessary to build ground or underground corridors. Although expensive, human life is worth much more.
