How Haval dealers let their customers down because of fraud

The past year proved to be a failure for the vast majority of automakers that remained in our market, including the Chinese ones that are gaining momentum. And if we’re talking about the latter, of the long-term permanent top three — Chery, Geely, Haval — only the first showed growth in 2022, the second lost just 1 percent of sales, but the last dropped by as much as 14%. But if Cheri succeeded thanks to a number of premieres, Geely simply hid, fearing secondary sanctions, then with Havale the situation is much sadder. And so much so that the brand is trying to correct this in very dubious ways in the coming year. Including those who, if the competent authorities are interested, can even use an article from the Criminal Code of the Russian Federation. What the correspondents of the AvtoVzglyad portal were personally convinced of.

The problem with the brand is that the Russians are not very willing to adopt its once running models like the F7 and F7x. The reason for this is not only the story with their spontaneous combustion, but also simply too long a presence in the market with minimal updates. And the experience of operating crossovers does not speak at all in their favor. As for the fresh Dargo, which came to us last year, with its prices it is clearly inferior to its counterparts, even Chinese ones, and the brand’s dealers sell it frankly carelessly.

No need to talk about the H9, which stands like a cast iron bridge – it has never been in great demand. And it turns out that the obligation to take Haval out of the top yesterday, and especially today, was on the relatively budgetary Jolion. The car is ambitious, has four-wheel drive options, plays on the same field as the most popular Hyundai Creta, which can be found today, and is cheap.

Although – stop! It was cheap at the start of sales in the already distant 2021, which lured fans of the same Korean brand up quite confidently. But then Haval, like all Chinese automakers, “got a star,” “put on a crown,” and “lost its banks,” inflating prices for its entire line. As a result, domestic consumers also wrote off Jolion: in December 2022, almost 50% fewer cars were sold than in the same period in 2021. Dead end? Farewell, ungrateful Russia?

Of course not! Russian people therefore always remember kindness to the plant built by the brand near Tula, and included it in the program of preferential car loans resuscitated by the government. But according to one of the conditions, the price of a car assembled in the Russian Federation should not exceed 2 million rubles. And it is Haval Jolion that meets this requirement – the only one in the entire model range – that meets. But only in trim levels Comfort: (1,899,000 ₽ for the “at the wheel” option and 1,999,000 with a 7-speed robot) and the initial Elite (1,999,000 with a manual transmission). All other versions go far beyond two “lyama”.

And the problem is that the same Tula factory of the brand practically does not make cheap equipment! So, the AvtoVzglyad portal, having called the brand dealers from the heels, did not find a copy of the one they were looking for for preferential car loans. Everywhere they offered to place an order and wait at least a couple of months for its fulfillment. Which is understandable – even leading automakers rarely offered basic “kits” – the benefit is minimal. However, at two car dealerships we received an incredibly interesting offer that allows us to get through the narrow gates of preferential car loans and get more than 500,000 “wooden” when buying a car.

The plan is dead simple, but the fact that the state loses in the end – who cares. So, for example, the customer chooses an interesting Elite package (a 1.5-liter turbo engine, all-wheel drive, a “robot”, a bunch of “goodies”) for 2,349,000 rubles. The car dealer immediately gives him his dealer bonus of 100,000 rubles, and for 250,000 rubles the future owner orders and pays for either the premium pre-sale service of the selected Jolyon or an insurance policy with the GAP option. Thus, the cost of the car itself, included in the sales contract, is the required 2 million rubles. And a satisfied customer provides a preferential car loan (for example, under the First Car program), having received a rebate of ₽ 400,000 from the state. That is, the new “Chinese wheels” cost him 1,849,000 “rubles”. Everyone rejoices (and the dealer, among others, also receives a percentage of both the loan granted and the insurance), except for the deceived state.

And how not to cheat, if at first glance such a trick seems absolutely harmless. After all, according to Hamburg’s account, a citizen receives a subsidy from the budget, to which he is not entitled. And, as it seems to us, in such commercial “games” of a car dealer and his client, any investigator can easily see signs of an act falling under Art. 159.1 of the Criminal Code of the Russian Federation “Fraud in the field of loans”, the preamble of which directly says that we have the purest “theft of money by the borrower by a bank or other creditor knowingly false and (or) incorrect information.” Well, exactly our case!

The penalty here seems small, if we take part 1 of the article: from 120,000 rubles fine to arrest up to four months. Theoretically, you can be patient – you will still benefit. But if the buyer and his accomplice are allowed out of the DC under part 2 (the same act committed by a group of persons by prior conspiracy), then a fine of up to 300,000 and imprisonment of up to 4 years will be imposed.

Of course, it is possible that we are exaggerating and there is nothing illegal in the described procedure for purchasing a car as part of the preferential car loan program. And it is easy to turn an expensive car into a cheap one through absolutely acceptable commercial manipulations, “piling up” the state treasury for hundreds of thousands of rubles. But some bad sediment still remains. And is it worth a new Chinese crossover, if one day they can knock on the owner’s door …
