Anyone can install it on their phone and “click” violators of traffic rules throughout Russia. It is known that the “People’s Inspector” will be created on the basis of another application – “Moscow Assistant” (PAK PM).
Recall that the automatic fines imposed with its help were declared illegal by the Supreme Court in 2019. Since a citizen’s mobile phone cannot be considered a certified “automatic restraining device”. Firstly, because no smartphone passes the required verifications – unlike traffic police cameras. Secondly, the SC is of the opinion that the automatic restraining devices should operate without any human intervention. And with a smartphone this is impossible: the owner of the device points his camera in one direction or another – exclusively on a whim.
It is also reported that the Moscow customers of the People’s Inspector want this application not only to record violations of parking and parking rules, as the Moscow assistant does. Deptrans wants to give “Inspector” the ability to record the intersection of a continuous marking line, a stop line at an intersection and “dangerous driving” – when the corresponding article appears in the Code of Administrative Offenses.
