The driver usually keeps all the documents for the car in one place: a woman in a cosmetic bag or purse and a man in a purse or bag. Therefore, if a motorist forgets to take them on a car trip, then all at once: a driver’s license, a registration certificate and an OSAGO policy. Having stopped the car of such a forgetful citizen, many traffic police officers issue him three fines of 500 rubles at once under Article 12.3 of the Code of Administrative Offenses – for each forgotten document. But it’s actually illegal.
– The Code of Administrative Violations provides for a penalty in the form of a warning or a fine of ₽ 500 for driving a vehicle without a license. Separately, the law provides for a warning or the same fine for driving without two other documents at the same time – STS and a paper OSAGO policy, ”explains Victor Travin, presenter of the Right Rudder program on Avtoradio.
The driver who left all the documents at home in one go therefore runs the risk of receiving not three, but only two penalty orders.
