
The Russian Ministry of Transport prepared in an original way for the traffic rules changed in March. The agency sent a letter to the authorities of the Russian regions about the new rules for personal mobility aids (SIM). The AvtoVzglyad portal has reviewed the document.
According to federal officials, local authorities must “integrate” SIM into regional transportation systems after the entry into force of the new edition of the SDA on March 1, 2023. According to them, a start should be with the ‘motivation’ of residents of towns and villages to switch from private cars and public transport to electric scooters and other monowheels. Transport Ministry leaders have generously left the choice of specific ways to meet this requirement to the discretion of local officials.
At the same time, the Ministry of Transport is pushing for the large-scale organization of parking spaces for electric scooters by the authorities. And not only on sidewalks and footpaths, but also in parking spaces and mark them with the right traffic signs. That is, reducing the number of parking spaces for cars!
We also note that neither the current nor the new version of the SDA provides road signs indicating the SIM parking space. The new rules will only include signs prohibiting or permitting the movement of these vehicles. The Ministry of Transport, which requires the parking of electric scooters to be organized in parking bays along the road, thus pushes the local authorities to directly violate the law.
