Even a not very close look at the leadership style of the Minister of Industry, which he has been demonstrating for more than a decade now, makes it possible to understand the obvious: the superlative development of the trade and industry cluster that is his entrusted is not among his priority tasks. Otherwise we wouldn’t have sat on an ice floe with bare backs at the beginning of last year. From this side, the new appointee is hardly worth expecting real help.

And then there are the president’s instructions regarding the development of the auto industry – it seems that no one will carry them out, but you need to have the culprit at hand. However, after a long search, such a hero was found. It turned out to be Igor Boytsov, the former general manager of the Nissan plant in St. Petersburg, from where, according to some reports, he left in February 2021.

Mr. Boytsov, a manager with extensive experience in the automotive sector, led the start of production of the second generation Ford Focus in Vsevolozhsk, then held senior positions at Toyota and was director of the Renault plant in Moscow. That is, he went to a new position with his eyes open.

Failure hit hard

Of course, Igor Boytsov must understand that they will ask him for several completely unsuccessful, and not for him (!) Directions. He will have to look for ways to import substitution, establish the production of new local models, create domestic enterprises for the production of auto parts. And this despite the fact that in January 2023, according to Rosstat, domestic production of passenger cars was only 22.4% of the January 2022 level.

It is clear that the task of reviewing the malfunction so that it does not fail too much is achievable with enormous difficulty. Anyone who despairs of this does not need a princess on the sidelines, but serious support at all levels of government. But, as the economist Mikhail Khazin casually noted, any bureaucratic system doesn’t like very much when they demand a result from it.

It exists for a completely different purpose – to live. Therefore, all gestures for a radical restructuring of the automotive industry, without which the idea is doomed, will undoubtedly be skillfully suppressed by hardware.

Riding lessons

It is, of course, a welcome fact that a skilled and experienced specialist in exactly the required field has been promoted to a key position in the automotive industry, and not an expert in, say, freezing vegetables. But don’t expect miracles from his work. At least until serious government programs with serious budget funding and tight spending controls are adopted to help him.

In the meantime, the court and the case, all fast driving enthusiasts should take a look at horse transport. By the way, there is also not without problems. The Duma’s Nadys Committee approved fines for improper handling of manure – you can get 450,000 rubles if your vehicle accidentally piles up in the wrong place.
