How the Russian authorities punish car owners who bought a car through parallel imports
Some time ago, Rosstandart, with the support of the Ministry of Economic Development, Federal Accreditation and Electronic Passport JSC, began to massively cancel vehicle construction safety certificates issued during customs clearance of cars imported into the country under the parallel import scheme. But, as always, only consumers suffer and continue to suffer from punitive measures.

During large-scale inspections, a large number of violations were found in the issuance of safety certificates for vehicle constructions, which turned out to be simply canceled. And this means that for such cars the action of both PTS and STS is canceled. If it is even simpler, then it is actually forbidden to drive such a car. Faced with similar problems, consumers eager to buy a coveted car through the wide open door of “gray” imports began to lose money en masse.

AT THE BROKEN TRUCK

There are even fewer conscientious sellers in our country than the population hopes for a better future. In addition, during registration, many of them deliberately agreed with the offices issuing the notorious SBKTS to transfer documents with violations, most often associated with the car not meeting the declared technical characteristics. And the apparently competent organizations themselves sometimes simply lack accreditation. In other words, not wanting to part with the money received, it is unlikely that any of the merchants will want to return it to a negligent buyer for a “steamed” car that is forbidden to drive on public roads. It’s easier to go bankrupt or unceremoniously disappear from the horizon, as they say.

HELP YOURSELF

What is left for the customer? Correct: file a complaint with the court! But it will hardly be possible to quickly recover money from the seller of the “parallel ban”. If it works at all. But the authorities of the country before that, at least henna. The goal is to stop the activities of traders who take advantage of buyers, bite a growing market share from the “officials”, and are not even willing to pay taxes. Let the consumer take care of themselves. In general, nothing new.

YOUR WORDS YES TO GOD TO THE EARS

Meanwhile, with a request to declare a moratorium on the withdrawal of safety certificates of vehicle structures, not only specialized auto experts, but also deputies turned to the authorities. For example, the chairman of the Just Russia – For Truth party, Sergei Mironov, called on the government to intervene as soon as possible, because it is extremely difficult for tens of thousands of car owners to protect their rights, and in some cases it is completely impossible.

“It turns out that the victims are bona fide buyers, and not those who directly profit from the evidence scam: dealers, customs officials, employees of testing labs,” Sergey Mironov, head of the SRZP Duma faction, responded in public outrage.

According to the parliamentarian, the government has really found a way out of the situation associated with a shortage and an overall increase in prices in the car market by approving parallel imports, which is currently tightening the screws.

“Of course it is necessary to check the technical condition of imported cars, but it is strange to demand that foreign cars meet the highest environmental standards at a time when Russian manufacturers are allowed to equip cars with Euro-0 engines. This is another argument for declaring a moratorium on the withdrawal of the SBKTS until the state puts its order with the implementation of these documents,” said the deputy.

TRUST BUT CHECK

In the meantime, this has not happened (and is unlikely ever to happen), the experts of the AvtoVzglyad portal recommend using only the services of trusted dealers and private sellers, who, however, also easily find themselves in the middle of a scandal . Even better – do not mess with cars that arrived in Russia on “left” roads. Moreover, these machines are not covered by the warranty and the risk of poor maintenance is high. Not to mention the shortage of the necessary components, which will have to wait months and pay exorbitantly for them.
