When Russia began to use the free toll system Free Stream (in the fall of 2020, along with the opening of the first high-speed section of the Central Ring Road), there was an urgent need to amend the code of administrative offenses and introduce a new fine – for those who, having swept the turnpike, blatantly “scored” on your guilt. And it was entered: 1,500 rubles for cars and 5,000 rubles for trucks.
Last summer, the Ministry of Transport of the Russian Federation proposed that Art. 12.21 of the Code of Administrative Offenses – to tie the existing sanction only to federal “scarves” to leave the confrontation with “free riders” on regional and municipal highways to local authorities. It was assumed that the bill in question would be submitted to the State Duma at the end of 2022, but something did not go according to plan and that has only now happened.
If the bill eventually finds support, the fine of 1,500/5,000 rubles in the Code will only remain in force on the central ring road and the M12 Moscow-Kazan highway – so far only these two highways are equipped with a barrier-free toll collection system. And on all other roads – for example toll “diameters” in the two capitals – there will be other penalties that will be set by local governments.
According to experts, the new regional fines will not exceed the existing federal fines. But how exactly it will be, we will find out later. In any case, we are not talking about the coming months: before the bill enters into force, if it comes at all, it will be a long time.
