Here is a joy that was not expected! The Ministry of Industry and Commerce has expanded the list of brands allowed for parallel imports and added 11 more car brands. It would seem that with this “effective” direction of circumventing sanctions in a year, everything has already become clear to everyone – but no. It turns out that someone else believes in his magical abilities. Portal “AvtoVzglyad” found out what is behind the attempts to increase the “gray” supplies to Russia.

So the tireless and unwavering employees of the Ministry of Industry and Commerce continue to work tirelessly. They decided to mark the beginning of this week with a new labor achievement for the good of the Motherland – they sent a letter to the Russian Automobile Dealers Association. According to TASS, who received this document, it contains good news, “which can warm your heart with the fire of delight and soften your liver sweetly.” Another 11 foreign brands have been added to the list of permitted brands for parallel imports, namely Citroёn, Dacia, Ford, Genesis, Hino, Hyundai, Kia, Mazda, Opel, Peugeot and Renault.

We have long been accustomed to the idea that we do not know how to make cars. But it follows from the letter from the Ministry of Industry and Trade that our hands are not sharpened for the production of toys, motor oils, clothing, cosmetics and much more. Jokes are jokes, but the persistent desire of the aforementioned department to reduce the entire fight against sanctions to parallel imports is alarming, to say the least. The AvtoVzglyad portal has already written that “gray” schemes are not a panacea, but only temporary props that cannot radically change the situation in the market. Do Denis Manturov’s wards have no other ideas?

In fact, of course, the problem does not lie only with the Ministry of Industry and Commerce. It’s much wider. This is what the odious economist Mikhail Khazin says on the World Economy channel, analyzing the fact that production in Russia does not mushroom after rain, but that imports “sway, grow, approach”:

An effective manager is an extremely nasty creature

Imagine you are a civil servant. It is necessary to make efforts, it is necessary to allocate money from the budget, it is necessary to monitor whether they are used correctly – because if they are looted, nothing will happen – so that a factory is built, so that it starts producing something. If you look at the number of civil servants participating in this procedure, there are hundreds of a dozen ministries. Someone needs to confirm various statutes and other documents, someone needs to allocate land, someone needs to set up communications, etc. That is, it turns out that a large number of people need to work efficiently and efficiently for a salary.

And here, with a single license from importers, you can get – well, let’s assume – 15% of annual sales. Can you imagine the scale? That’s why no one wants to produce, everyone wants to import…

I understand the import situation well. Because it is difficult to do and it is not clear who will pay the bribe. But that’s why it’s easy to allow parallel imports. Everything is clear there – who pays and how much. And if we talk about the fact that it is necessary to build a factory that will be built for 8 years, then who will pay a bribe, when will they pay a bribe, how will they pay a bribe?

This is where public administration begins. And our government is bad because it has ‘effective managers’ trained by liberals. And an “effective manager” is such a specific, extremely nasty creature…

Why the Chinese don’t care

That was it – it took several minutes to describe the whole economics of the process. Do you wish to object to Mr. Khazin, whose quote we quoted above? For me – very much, straight to grit of teeth. But he cannot, because there are no arguments against his position. And from all that he has expressed, it breathes such hopelessness that even a howl of a wolf. Because if the economist is right, then we will be eating leftovers from the table of the Chinese and Iranians for years to come.

Speaking of Chinese. I myself wrote not so long ago that they are not worried about the localization of their products in Russia, the construction of all kinds of factories there, but they are cutting coupons because of the crazy margin generated by the market deficit. But now I think – maybe they are not such greedy villains as they are sometimes portrayed? Maybe they just don’t feel like going through all the circles of our bureaucratic hell to do us a good deed?
