A draft law has been developed that prohibits the traffic police from sending a car to a car impound because of documents that the driver forgot at home. Portal “AvtoVzglyad” got acquainted with the text of the novel.

– If the driver documents for the vehicle have been left at home or elsewhere, this will not affect road safety in any way. This means that the car may not be held. Exception: if the car is reported as stolen and there are no documents for it, or no papers (markings in it) are required by the legislation of the Customs Union, – believes one of the authors of the legislative initiative, the deputy head of the LDPR faction in the State Duma, Yaroslav Nilov.

We are talking about changes to part 1 of article 27.13 of the Code of Administrative Offenses, which describes the grounds for detaining vehicles. And also in part 1 of article 12.3 of the Code of Administrative Violations. It refers to a fine for driving without documents of 500 rubles. It is proposed to supplement it with the sentence “only for a vehicle registered as a stolen vehicle”. Recall that if a traffic police officer stops a car with an undocumented driver, he is obliged to draw up a protocol for a fine and send the car to a car impound.

The authors of the amendments to the Code of Administrative Offenses are convinced that the lack of documents for the vehicle by the driver, if any, does not affect road safety in any way. At the same time, sending a car to a special parking lot, on the one hand, means additional problems for the car owner, and on the other hand, diverts the time and attention of the traffic police from counteracting other, really dangerous offenses on the road.
