In practice, this seems to mean the suspension of the draft evader’s “rights”. A traffic police officer who has stopped a driver to check documents can find out about this only by “breaking” him into police databases. Note that in parallel with the deprivation of “rights”, the evader will be blocked from traveling abroad, real estate transactions, registering individual entrepreneurs, taking out bank loans and other opportunities.

According to the letter of the adopted laws, a citizen should not even suspect that someone has ever called him somewhere. According to the procedure approved by the delegates, the agenda is considered to be handed over to a person only because it is placed on his personal account on the portal of public services. And it doesn’t matter if he went into it afterwards or not. Even the one who is registered on the portal, but does not use it at all and therefore cannot know about the existence of a summons addressed to him, will be considered an evader.
