Officials decided to observe until fall 2023 how the SDA’s latest provisions regarding personal mobility devices (SIM) will work in practice. The AvtoVzglyad portal tells about the claims that have already been made against the novels.

The Ministry of Transport is sure that during the summer season it is necessary to collect information on the real effectiveness of the changes to the traffic rules introduced in March this year – those that regulate the requirements for SIM and their pilots. Even when discussing the changes to the Rules in March, experts and lawmakers at various levels had plenty of objections and questions.

Saint Petersburg Legislative Assembly deputy Alexei Tsivilev even suggested delaying its adoption until the contradictions between the participants in the discussion were resolved, Kommersant reports. In particular, concerns were raised about the right of owners of electric scooters, electric bicycles, hoverboards and other similar equipment to ride on sidewalks between pedestrians.

Critics argue that an electric scooter moving at a speed allowed by the traffic rules of 25 km / h poses a mortal danger to a child or an old person – in the event of an accidental collision with them. In addition, many doubt whether most SIM card holders are at least familiar with the traffic rules. There is also an opinion that the traffic police have neither the ability nor the desire to seriously deal with those SIM owners who break the rules.

In response to these criticisms, Transport Ministry officials are now proposing field testing to what extent the updated traffic rules will affect drivers of electric scooters and other similar vehicles. As if it wasn’t already clear: the Rules of the Road for the latter remain, as they were, “an empty slogan” – for the above reasons.

We also note that on April 17, the residents of the Khamovniki district of Moscow issued an appeal to all interested authorities in the capital demanding that owners of individual electric vehicles be banned from driving on sidewalks. This happened after a series of attacks by electric scooters on civilians in the district.
