
The head of the State Duma Committee on Labour, Social Policy and Veterans Affairs, Yaroslav Nilov, during a meeting with Russia’s Deputy Prime Minister Victoria Abramchenko, outlined the idea of modernizing the taxation of car owners. Portal “AutoVzglyad” sets out the essence of the proposal.
At a meeting of Deputy Prime Minister Victoria Abramchenko in the field of environment and State Duma deputies, Mr. Nilov proposed replacing the transport tax with a more equitable environmental tax. It is proposed to include it in the cost of every liter of fuel sold at service stations. Instead, the transport tax should be completely abolished, which is levied on the owner of the car, even if the vehicle has been stationary for years – it does not wear out the road infrastructure and does not affect the environment.
As conceived by the deputy, part of the funds from environmental collection should go to finance all sorts of “green” activities of the state, and the rest – for the maintenance and construction of roads. That is, to the same state funds where the transport tax is now transferred.
Recall that more than a decade ago, after a loud media campaign for the abolition of the transport tax, excise duties on petrol and diesel were introduced as a replacement – to form road funds. From where the construction and repair of the country’s auto transport network began to be financed. But by introducing an excise duty on fuel, the authorities ‘forget’ to abolish the transport tax. That is, they did not do what the whole excise story started with.
Currently, 21% of the cost of each liter of petrol at the gas station is caused by excise duties. For comparison, let’s assume that the cost of oil production, its processing and the logistics of delivering fuel to gas stations is only about 23-25% of the retail price.
