The subject of state MOT has long ceased to interest most car owners – right after the abolition of the mandatory inspection for most used cars. But even in this “shortened” form, this system does not give lawmakers peace of mind. Portal “AvtoVzglyad” tells about the continuation of the bureaucratic struggle for control over maintenance points.

Recently, members of the Federation Council have noticeably stepped up their activities on automotive legislation. They are loudly lobbying for the interests of the owners of traffic police cameras and calling for the reintroduction of fines for average speed. They demand to “tighten the screws” regarding electric scooters. And now they also want to reform the inspection system: a group of members of the Federation Council submitted a bill to the State Duma that will remove the maintenance system from the jurisdiction of the Russian Union of Motorcycle Insurers (RSA) and place it under the wing of Rosakreditatsiya.

This move is motivated by the standard – the fight against the “left” diagnostic cards that the PGTO issues (for bribes) to car owners who do not present their cars for verification. The government does not appear to be opposed to the proposed transfer. For some reason, the authors of the novel are sure that if the owner of the inspection point for accreditation pays not to the RSA, but to the bureaucratic structure of the state, then this will immediately make him “white and fluffy” – downright physically incapable of cheating with diagnostic cards.

And for government officials, such a change may be beneficial. Rosakkreditatsiya will be able to significantly increase its staff and receive additional funding. And at the same time, its employees will receive a new potential source of bribes – in the form of owners of the PGTO caught in some violations.

Recall that the Ministry of the Interior also “grinds” on the technical inspection system. Police are requiring the government to cancel any suspicious diagnostic card without opening an administrative case or investigation first. Which will give the authorized employees a powerful leverage to put pressure on the owners of the PGTO – after the cancellation of two diagnostic cards, the license for maintenance will be canceled at the point it was issued.
