The state’s “roll forward” on electric scooters is now almost the same as it was on drunk drivers a decade ago. Then, in 2012, if anyone doesn’t remember, there were several high-profile accidents committed by drunk drivers. The last straw was a wild case when a “bukharik” in his passenger car, flying at a speed of more than 150 km / h, destroyed a bus stop on Minskaya Street in Moscow. As a result, seven people died, including three children. Three others were taken to hospital with serious injuries.
And here we go: Deputies, officials and senior security officials vied with each other to come up with increasingly harsh penalties for drunk driving. That accident in Minsk provided them with work on this subject for at least the next five years. Now history repeats itself. With the difference that instead of drunk drivers, the growing popularity of SIM cards turned out to be in the face of public discontent.
Coincidentally, scooters have become the most common and therefore the most dangerous individual electric means of transport for others. They are increasingly appearing in police reports of traffic incidents. It seems that the last straw that broke the dam of patience was the case in Moscow, which took place at the beginning of May.
We have no doubt that the video, in which an electric scooter hurtles down the sidewalk and knocks down a two-year-old walking there with his mother, angered and outraged hundreds of thousands of parents. Not surprisingly, this was followed by a public backlash from law enforcement and politicians. On the same schedule as after the momentous accident in Minsk.
For example, the head of the Commission of Inquiry has already called for the creation of zones in cities that are prohibited for the movement of electric scooters. The Federation Council proposed that they introduce thousands of fines for traffic violations and require them to deregister OSAGO. State Duma deputies began to talk about speed limits for a scooter depending on his time in service, as well as referenda among citizens on the ban on the use of scooters in settlements. In general, as they say, the process has begun.
And most likely this will result in a very specific legislative “prosecution” of electric scooters and their fans in the near future. Simply because we are now only at the beginning of the “scooter” season. And at the same time, a lot of negativity has already accumulated in relation to the users of this transport.
And we have at least another four warm months ahead of us, during which they will probably have time to play tricks, so that closer to the fall, the police may well start picking up electric scooters – as they used to do for drunk drivers.
And rightly so: if you yourself do not have the brains not to interfere in other people’s peaceful lives, your gray matter will have to be filled with fear of punishment for such behavior.
