The Defense and Security Committee of the Federation Council has sent an official request to the Ministry of Internal Affairs of the Russian Federation with a proposal to develop a regulatory framework for owners of electric scooters, scooters and other forms of individual mobility (SIM ), the AvtoVzglyad portal reports.
The resolution of the Federation Council commission recommends that the Ministry of Internal Affairs and other concerned departments, together with the Russian Union of Motor Insurers (RSA), “work out the issue of compulsory civil liability insurance for persons using personal mobility equipment. “
The requirement to introduce OSAGO for SIM owners is justified by the fact that these vehicles are sometimes extremely dangerous, both for pedestrians and other road users, as well as for the “pilots” of individual electric vehicles themselves. If only because they are not equipped with serious security features and can move at high speed at the same time. In addition to the OSAGO initiative for electric scooters, the senators consider it necessary to legally limit the maximum possible design speed of SIM in Russia, as well as formalize their classification into two types: used for personal purposes and commercial vehicles.
