Meta’s decision comes after the company sought an opinion from its Supervisory Board on its pandemic-related disinformation policy. In April, the council recommended that the company continue to remove false information about COVID-19 that poses an imminent and significant risk of physical harm. However, he also advised Meta to “re-evaluate” the types of pandemic-related claims that should be removed.

In addition, the Council invited Mete to prepare for the moment when the World Health Organization (WHO) lifts the Covid-19 state of emergency in order to protect freedom of expression and other human rights in the new circumstances. When the WHO lifted the state of emergency in May, Meta decided to heed the recommendations of the Review Board.

In an updated statement on its blog, Meta said it will be taking a more specific approach to its Covid-19 disinformation rules, taking into account guidance from the Council and its existing policies. In countries that have so far declared a public health emergency related to Covid-19, the company will continue to remove content that violates the disinformation policy due to the imminent risk of physical harm. However, the company is consulting with health experts to determine which claims and categories of misinformation may still pose this risk.

The fight against disinformation began at the beginning of the pandemic

Since the beginning of the pandemic, social media platforms have faced the challenge of combating the spread of misinformation about Covid-19, including misinformation about vaccines and conspiracy theories. Initially, Meta, along with Twitter and YouTube, implemented a policy to combat misinformation related to the pandemic.

Over time, these rules have been adjusted and refined. For example, in May 2021, Meta announced that it would no longer remove claims that Covid-19 was “fabricated”. Meta has already removed about 27 million fake Covid-19 posts on Facebook and Instagram between March 2020 and July 2022, according to the Review Board.

Other platforms have also made similar changes to their Covid-19 disinformation policies. Twitter stopped implementing its disinformation policy in November following a change in leadership. YouTube recently updated its policy to allow videos containing deniability of the 2020 elections to be shown.



These disinformation policy changes reflect the ongoing need to balance freedom of expression with the duty to combat misinformation that can adversely affect public health. However, it is critical that platforms continue to actively monitor and combat misinformation by working closely with health experts to provide reliable and accurate information about Covid-19.
