Ecuador: more than 8,000 detained in 37 days of “armed conflict”

By designating these groups as warring parties, the President opened the legal door for the Armed Forces and Police to use all their resources to neutralize them.

The spiral of violence in Ecuador unfolded as the president apparently prepared to launch his “Plan Phoenix” against crime.

In principle, the strategy was aimed at regaining control of prisons, many of which were dominated internally by criminal gangs whose rivalries have seen more than 450 inmates killed in a series of prison killings since 2020.

However, violence in prisons spilled onto the streets until Ecuador became one of the most violent countries, with 45 intentional homicides per 100,000 inhabitants in 2023.
