
The Federation Council passed a law that allows a portion of the fines collected from non-payers for driving on toll roads to be transferred to the regional and local budgets. The document defines federal and regional powers in this area.
Currently, all fine money “withdrawn” from violators on toll roads is sent to the federal budget. The passed law changes this rule, allowing them to also be distributed in favor of the budgets of the nationals of the Federation and local budgets. That will give them, albeit not very powerfully, an additional source of income.
At the same time, the new law sets the rules for the formation of the so-called backbone road network. This is another, in addition to federal and regional, variety of highways in Russia. Such a “network” can include both federal highways and regional and intermunicipal roads connecting Moscow with the centers of regions, the capitals of nationals among themselves, as well as highway bypasses of cities where more than 100,000 people live. In addition, the “backbone network” includes highways with a traffic volume of more than 10,000 cars per day and accesses to car checkpoints across state lines.
