
First Deputy Chairman of the State Duma Committee on State Construction and Legislation Daniil Bessarabov expressed doubts about the need to return to the practice of punishing drivers for exceeding the average speed. The deputy considered this initiative of the Ministry of Transport, Public Works and Water Management insufficient for the existing reality.
– This initiative raises many questions in my mind, both in terms of its effectiveness and the legal soundness of the approaches used. It seems to me that the developers should think again about this, and whether they will achieve the main goal – road safety – with the introduction of new approaches. Perhaps we should work effectively with the legal means we have today,” said Bessarabov.
He thinks a return to “average speed” penalties will only lead to an increase in fines. In his opinion, the proposals of the Ministry of Transport will not help combat traffic violations, but will increase the income of owners of automatic recording cameras.
– Instead of the established 60 km / h, you can spit at a full speed of 120, then stop, drink coffee and you will not be an offender. And whoever has committed a minor violation of the average speed will be held accountable,” the deputy explained his position in a conversation with TASS.
