Replacement concepts: why the country’s authorities do not think about saving the Russian automotive industry
Not even two years have passed since the beginning of the crisis in the Russian auto industry, when a revelation mixed with bewilderment struck our officials and legislators. It turns out that not everything is as good as they are used to portraying in their reports. The portal “AvtoVzglyad” comments on some statements made from the heights of power.

It seems that it is time for our high-ranking men to rub their eyes, get rid of the rainbow veil of condescending contempt that covers them, and come into direct contact with the alarming reality. Finally, realize that rescuing drowning people is not at all the job of the drowning people themselves, because they cannot handle such a task alone. This problem must be tackled by statesmen, and first of all by legislators, who still remain in a relaxed peace, even though decisive action is required from them.

Transplant problems

Senator of the Russian Federation and head of the Committee on Regulation Vyacheslav Timchenko rightly notes in an interview with Rossiyskaya Gazeta: “The ideas themselves to support the Russian automotive industry cannot but be welcome. But these must be reasonable, not populist, steps.”

Beautiful, extremely true words. We urgently need balanced and thoughtful support for our car factories, component production and software developers.

But Mr Timchenko, as his further reasoning shows, has something else in mind. The senator’s thoughts go in a completely different direction. The above appears to apply mainly to the President’s instructions to develop measures to transfer civil servants to domestically produced cars by February 2024: “I have repeatedly said that immediately throwing the car on the secondary market for nothing existing fleet is a questionable matter. idea. The money we would make wouldn’t even be enough to purchase some new cars. If we gradually replace commercial vehicles that have reached their end of life, that is reasonable, I agree, and this is what needs to be done.”

That’s it, Michalych! What year is 2024? The people’s servants will not get out of their foreign business cars for some time to come – until, you see, they have exhausted their resources. This is a parallel import for the country – a poultice for the dead. And it will be enough for the life of a deputy. Spare parts will continue to be imported continuously, ensuring the continued existence of this infamous resource for many years to come.

Statists and compradors

As for the crisis in the domestic automotive industry as a whole, the guilty parties are known: “We once believed the West and followed the path of cooperation with their companies in the development of the passenger car industry and found ourselves hostage to the situation . Now we have to make up for lost time.”

The damn West is responsible for everything, which turned out to be an evil deceiver. Vyacheslav Stepanovich is probably not aware of the fact that China also followed the path of cooperation, but for some reason did not end up as a hostage of the situation. Moreover, China’s Western partners now have to catch up. But the point is something small: the difference between statist and comprador approaches to industry development. Well, the last words of the interview can be considered the icing on the cake:

— If we remember our history, the Soviet Union produced excellent cars that successfully competed with foreign cars in some market niches. Moreover, the Soviet industry did not hesitate to collaborate with the same Italians when they created the Zhiguli on the basis of FIAT…

Those who were lucky enough to live in those blessed times remember how beautiful Soviet cars were: Zaporozhets, Oka, Volga. Unless of course their memory is completely lost. And the Zhiguli, produced under the USSR without fundamental changes for twenty years, could hardly be considered the crowning achievement of Soviet design thinking. Appealing to the Soviet auto industry as a role model is hardly appropriate

Wandering in the mist

Ultimately, Mr. Timchenko has every right to express his personal views on the problem. However, if the majority of his fellow lawmakers share the same view, it raises concerns that they are wandering around the political situation “like a frigate stuck in the fog.” The collective superior mind is compared in some respects to AA Chatsky:

I can’t come to my senses… it’s my fault,

And I listen, I don’t understand,

It’s like they still want to explain it to me.

Confused by thoughts… waiting for something.

The unwillingness to make urgent decisions only worsens the problem. In particular, according to the agency Avtostat, the weighted average price of a new passenger car in August 2023 was 3 million 130 thousand rubles, exceeding the three million mark for the first time. Unlike the high jump competition, this is not a record that deserves a loud ovation.
