As Deputy Finance Minister Alexei Sazanov said in an interview with Vedomosti, the calculations of payments to oil workers for the damper were adjusted from September 1, and the actual reduction in payments should have taken place only in October.
But the price of fuel started to rise as early as July, and in August prices even started to rise rapidly – when the industry received full compensation. “In my opinion, it is not entirely correct to link the price increase to changes in the damper. First of all, we must look at the processes that took place in the domestic market,” he noted.
The deputy head of the Ministry of Finance explained that part of the volumes sold by oil workers in the domestic market were purchased by resellers and exported abroad. “In my opinion, this is the main reason for the price increase, and not the adjustment of the damper,” Sazanov emphasized. “These are just speculators. That is, companies established solely for export activities,” the official said.
