Last week, the Federation Council approved the law “On changes to Article 14.8 of the Code of the Russian Federation on Administrative Offenses.” Behind the vague name lies a very clear idea: imposing additional services infringes the rights of consumers and is therefore prohibited. But the AvtoVzglyad portal regrets that the legislative mountain has once again produced a mouse.

Cunning dealers began unorthodoxly raising prices on everything they could right after the start of the pandemic – especially on additional equipment, labor and services. This practice continued and even deepened after the departure of major global car manufacturers from the Russian market. The merchants in runaway carriages became so excited that our quiet and docile people, accustomed to widespread rip-off, somehow timidly began to express their dissatisfaction.

Simulation of vigorous activity

Even the Duma deputies could not help but react to this obvious lawlessness, many of whom, for unknown reasons, consider the servants of this people, although in fact they are, first, second and last, only servants of themselves. Members of the LDPR faction have made a proposal to supplement the administrative code with the following provision:

– Imposing additional goods (work, services) on the consumer for compensation – involves imposing an administrative fine on officials equal to twice the cost of the additional goods (work, services) imposed; for legal entities – at the rate of double the costs of additionally imposed goods (works, services)…

That is, if you sell rubber mats to a car buyer for 30 thousand, you will have to pay 60 thousand in the lawsuit. He ripped off 100,000 dollars for an unsolicited alarm – 200,000 per barrel. The document was accepted and began its slow movement through the bureaucratic corridors of power. Not even a year and a half have passed since he emerged from the depths of the Duma; there’s nowhere for lawmakers to rush.

However, this time has not been wasted. The LDPR’s proposals, which were not very radical anyway, have generally lost all sharpness and relevance. The maximum fine is now 40 thousand rubles for legal entities, and for civil servants – from 2 to 4 thousand rubles. They really scared the hedgehog with their naked profile.

Otherwise war is for the retarded,

Old and stupid,

So that from now on in a new way,

Everything remained as before.

Whose interests are closer to the delegates?

That the meaning of the law is completely negated is confirmed by lawyer Stanislav Korol to Rossiyskaya Gazeta: “Car dealers will find a trick that is convenient for themselves, and here I doubt whether the ordinary consumer will benefit from it. The adoption of the law, in my opinion, is an empty shock… At a car dealer, when buying a car, everything is simple: here is a car, here is additional equipment for this car. If you want, take it, or walk past it.’

You get the impression that the deputies did not at all strive to somehow solve the difficult situation in the car market, but only imitated vigorous activities to protect consumer rights. Another fact suggests such thoughts. The Federation Council approved the law on October 11, and a day earlier the State Duma rejected the draft amendments to the law “On the Basic Principles of State Regulation of Trade Activities in the Russian Federation.” There were also the following points:

1. Car dealers sell vehicles at prices recommended by the manufacturer and (or) importer (distributor) of such vehicles.

2. Recommended prices for each vehicle model are subject to mandatory publication on the official website of the manufacturer and (or) importer (distributor) of such vehicles on the Internet.

After such coincidences, can there still be any doubt that Russian deputies are vigilantly guarding the interests of car dealers, and not ordinary drivers?
