
The Ministry of Transport is tightening the screws on drivers – officials have developed a draft change to the traffic rules that prohibits exceeding the average speed between different cameras. The changes should not come into effect on March 1, as previously planned, but six months later – on September 1, 2024.
As Kommersant reports, a revised version of the changes to the traffic rules was published on the government website, which introduced the term “average speed” and a ban on exceeding it. They previously tried to fine drivers for this, but in 2021 the Supreme Court put an end to the cruel practice and ruled that it was unlawful to indicate the place of the violation between the cameras, and not a specific location.
The Ministry of Transport’s amendments aim to address this gap while introducing the term ‘average speed’ itself – ‘a value equal to the ratio of the length of a stretch of road with a set speed limit to the time spent by vehicle to overcome this section. The section of the traffic rules instructing drivers to drive ‘at a speed not exceeding the established limit’ is supplemented with the phrase ‘including average’.
The Ministry of Economic Development has already supported the changes, and the next phase will be changes to the Administrative Code. The position of the Ministry of the Interior on this project is still unknown.
