After confusion with a sharp increase in the recycling fee, the Ministry of Industry and Trade has finally clarified the conditions under which an imported car is clearly considered imported for personal use. Only in this case he is entitled to a preferential rate: 3,400 rubles for a new copy and 5,200 rubles for a used copy older than three years.

To qualify for preferential recycling compensation, the purchase and sale agreement must be concluded before October 29, 2023, and the vehicle design safety certificate or electronic PTS must be concluded before October 29, 2023, according to the press service of the Ministry of Industry and Trade. December 21, 2023. So, Russians who bought a car before October 29, brought it to the Russian Federation and issued an SBCTS/EPTS before December 21 can get a discount.

But those who imported a car from the territory of the EAEU countries with intermediaries, registered it and have already managed to pay the recycling fee at the full rate, will be entitled to a refund of the amount paid – taking into account the new conditions. For this you must submit a corresponding application to the Federal Customs Service. To check the date of issuance of SBCTS, the responsible federal executive authorities will use the Rosstandart register, the department clarifies. The Ministry of Industry and Trade also pledged to make appropriate changes to the regulatory framework.
