During the New Year holidays, Deputy Prime Minister and Head of the Russian Ministry of Industry and Trade Denis Manturov gave an interview to the TASS agency, during which he touched on the problems of the automotive industry. Since the ministry is directly involved in charting the course of the country’s economic development, and the minister himself occupies a very high position in the government, his opinion is worth listening to carefully. The AvtoVzglyad portal has discovered what exactly is hidden behind Mr. Manturov’s words.

The AvtoVzglyad portal has discovered what exactly is hidden behind Mr. Manturov’s words.
It would be naive to regard the interview with the head of the Ministry of Industry and Trade as a presentation of his personal opinion, or even as an opinion formed within the department he heads. Mr. Manturov almost certainly expresses the thoughts that dominate the circles of senior Russian officials. From this point of view they are interesting. What has Denis Valentinovich “pleased” Russian car owners, both current and potential? Generally nothing.
The Varangians will rule
The problem of loading the former production areas of Hyundai and Volkswagen has still not been solved. No, that was not said directly. On the contrary, the Russian company Art-Finance, which acquired them, plans to start production in the first half of 2024 in both Kaluga and St. Petersburg. She found “industrial foreign partners” for this, and these seem to be car companies, and not pizza cutter or sawmill production companies, as in the Vsevolozhsk plant.
However, one thing is clear: there is no need to count on local, and even less domestic, production in these areas – the “Varangians” will be in charge not of the Scandinavian variety, but of the Asian variety. Moreover, the confidence of the head of the Ministry of Industry and Trade in a successful outcome of an unpleasant outcome does not add optimism to the listeners. Since the beginning of the summer, we have heard from various sources that partners have been found to resume car production at abandoned Korean and German factories.
For example, this is what Duma deputy Gennady Sklyar said last July: “I think Volkswagen will start work this year, the models have already been designated, preparatory work is underway, a Chinese company, which is a partner from Volkswagen, is coming.”
The company may be moving, but the business is still there: the factory stood up as soon as VAG left Russia, and it still stands today. And since Art-Finance has not yet made public the name of its technological partner, we can conclude that it does not exist in nature, because there is no point in hiding it.
Volga-Volga
Another point that took an important place in the interview: agreements to resume production of cars under the legendary Volga brand have reached the final stage. Production should also begin in mid-2024. Inside information about the project has been revealed as follows: it will be a foreign partner and it will be a modern design, leaving only a stylized radiator grille from the old Volga. You can shout: hurrah! And throw hats in the air!
But it is better to try to extrapolate the input data to our reality. And then it will turn out that the Nizhny Novgorod plant will produce a Chinese model, transformed by a forced transplant of a radiator grille and badge engineering to a domestic model. The portal “AvtoVzglyad” has already written about the worthlessness and ostentation of the idea of naming someone else’s car with our name, with minimal changes. After all, it will no longer be a Volga, but a kind of Huang He.
In general, the same old songs are about the main thing: the plans for next year are only organizing a screwdriver assembly, and not a word about our own high-tech production. And it would be possible to tell the interested public whether this is a little or a lot: 300 billion rubles for the next two years, allocated by the state to accelerate the localization of crucial components.
And at the same time explain what exactly is meant by localization and which components should be produced on their own. It is much more important than stories about Chinese companies’ plans to conquer our market.
