
The preferential procedure for registering cars of brands that have officially left Russia will be extended until the end of 2027. The mechanism for obtaining a Single Vehicle Assessment Report (SOETS) was introduced last year as part of parallel imports – as an alternative to OTTS, which does not require certification tests and permission from the copyright holder are required.
As Izvestia reports citing the Ministry of Industry and Trade, it is proposed to extend the safety assessment mechanism under Resolution No. 855 until December 31, 2027 “to provide the population with cars for different market segments.” From October 1, 2023, the certification of vehicles of brands that have not stopped officially supplying our country for use in the EAEU and Russia will be carried out within the framework of the technical regulations “On the safety of wheeled vehicles,” the ministry recalled.
From February 1, 2024, this requirement also applies to electric cars and hybrids from brands from friendly countries, and vehicles produced in the Russian Federation must meet an eco standard of at least Euro-3. From December 1, 2023, all cars produced must be equipped with an anti-lock braking system, and it is also proposed to make it mandatory to equip them with passive safety systems from 2025.
