The capital’s traffic cops, apparently, have already beaten the drunkenness on the roads and all other offenses of the capital’s drivers. Why else would they give motorists a “nightmare” for far-fetched reasons? Portal “AvtoVzglyad” tells just about such a case.
“Pedestrians must be loved,” Ilya Ilf and Evgeny Petrov urged the public in the immortal “Golden Calf” almost a century ago. “But not to the same degree!” – I want to exclaim, having familiarized myself with the way I serve at least one of the employees of the traffic police of the capital. This strange (let’s call it that) story would have remained unknown to the general public if the recording of the car DVR of its hero had not been at the disposal of the editors of the AvtoVzglyad portal. The incident recorded on the microSD card took place on November 18 this year in Serpukhov Val, Building 21, Building 1.
The video, shot at night, recorded how the car moves from Ordzhonikidze Street to Serpukhov Val Boulevard. There is an unregulated pedestrian crossing at this place. To the left of the car, on a snowy island of safety between converging tram tracks – a few pedestrians. It can be clearly seen that when the car from which the film is shot is equal to them, the people have not yet entered the “zebra”, barely visible under the slush covering the asphalt. The distance from citizens to cars is at least 10 meters. Everything is fine, no one interferes with anyone, everyone does their thing. But as soon as the vehicle of the author of the video is behind the intersection, it is immediately braked by the traffic police inspector who “grazes” there.
It turns out that according to the military, the motorist violated the traffic rules – he did not comply with the requirement to give way to pedestrians at an unregulated crossing. As a result of this, the driver was given a decision pursuant to Article 12.18 of the Code of Administrative Offenses “Not granting an advantage in traffic to pedestrians or other road users”. It implies a fine of up to 2500 rubles. Quite a justified punishment for someone who prevents the “pedestrians” from crossing the road and creates danger for them. But in the case described, no interference was organized for the walkers. According to the SDA, to give an advantage, i.e. to “give the right of way”, means in this case that the driver “…must not continue driving, must perform any maneuver if it may force other road users who have an advantage over him to change direction of motion or speed.
The video clearly shows that pedestrians did not change direction or speed of their movement because of the author of the video. Recall that it was precisely this legal approach to the situation that was formulated by the Supreme Court in 2012 and later brought to the attention of the staff of the entire Russian traffic police through written statements of the head of the State Traffic Inspectorate, General Mikhail Chernikov. The incident on Serpukhov Val shows that all this is an empty sentence for a typical traffic police department of the Traffic Police Department of the Interior Directorate for the Southern Administrative District of the Main Directorate of the Ministry of the Interior of Russia for the city of Moscow.
