What legal problems seriously “break” buyers of foreign cars imported into Russia
Recently, in the showrooms of Russian car dealerships there are an increasing number of cars of various brands and models that foreign car manufacturers have stopped transporting or have never delivered to Russia at all. Portal “AvtoVzglyad” tells what “pitfalls” can come across on the road of the buyer of such vehicles.

Most motorists who, despite the current “insane” prices, are looking for a new car for themselves, are sure that buying from a car dealership gives some guarantee of the legal purity of the transaction. Also with cars that came to us via parallel import. This is not always the case, as there is a nuance to the import of foreign cars that the average buyer of a new or used car does not suspect.

It is associated with the status of such a car on Russian territory in terms of the technical regulations of the Customs Union “On the safety of wheeled vehicles.” If you are looking in the showroom for a model in the exact same configuration that was sold in our market last year, you don’t have to worry about buying it from a dealer. Except for the missing factory warranty, of course.

The fact is that for models and modifications of cars that were previously officially imported to us, importing companies at one time (after expensive tests and certifications) received the so-called OTTS – “Vehicle Type Approval”. Without OTTS it is impossible to get license plates for a car from the traffic police. These OTTS are still in operation today. And the cars that fall under it will be on the police register without any problems. But when it comes to a “second hand” or a model that has never been sold by “officials” in Russia, keep your eyes peeled!

Such cars must receive a document called SBKTS “Certificate of Safety of the Vehicle Design”. It certifies that the vehicle meets the requirements of the technical regulations mentioned above. The presence of SBKTS is a necessary condition for registering a car with the traffic police. Today, car importing companies do not have the option to pay for OTTS and therefore almost every imported car is issued with SBKTS. After all, these cars were not originally intended for the Russian market. SBKTS is issued by specially accredited laboratories, where cars come after customs clearance, that is, they are already legal in Russia. They can be sold and bought, but they cannot be operated until the SBKTS and number plates are received.

The price of a full package of laboratory services for the “processing” of one imported machine is now “rotating” around the amount of 100,000 rubles. Having saved it in the registration of SBKTS, the seller is given the opportunity to give a good “discount” to the customer every penny counts! As a result, a person who bought such a foreign car “cheaply” from a respectable car dealership cannot register it. And I am forced to set up SBKTS at my own expense. Therefore, when buying a car from abroad, always ask the seller about the SBKTS. And then the details of this document would have to be found “manually” in a special section on the Rosstandart website. That is completely free and anyone who wants to verify the authenticity of the certificate. And if there are no potential problems with getting numbers from the traffic police.
