Almost all Russians are regularly angered by commercial calls from unknown phone numbers with intrusive offers to buy unnecessary cars and services. The AvtoVzglyad portal suggests what awaits such spammers in the near future.

The government supported the draft of the bill, which entails the introduction of criminal sanctions for violations in the handling of personal data. It is proposed to introduce liability for illegal collection, storage and transfer.

Recall that at the beginning of December last year, the President of the Russian Federation instructed the government to consider setting sales penalties for companies that leaked personal data and increasing liability for their illegal distribution until July 1, 2023. Thus, over time, violators of personal data laws can draw a real prospect of getting on the bed.

These legislative initiatives only seem a little remote and speculative until you remember how annoying calls from unknown numbers are. When the vending machine woman on the phone tells you ‘about a unique offer for Haval cars’. Apparently someone once “leaked” my personal information to these bad citizens, which I entrusted to an organization. Today, punishments for such “sins” are fines under Art. 13.11 of the Code of Administrative Offenses – they look ridiculous. If you had to call a car dealer recently, the answering machine in the handset would probably say something like, “If you don’t hang up now, you agree to the processing of your personal data.”

Any car dealership can now only receive a light fine for such a practice. But who will? The police are not good at “publicizing” such crimes: they would be dealing with criminals, not messing around with some personal details! But if leaks and illegal use of such information fall within the scope of the Criminal Code of the Russian Federation, each of us will have the opportunity to compete with spammers. Did you get a call with an OSAGO ad? And we go to the police and write a statement: so that the security forces stop a criminal offense – the illegal distribution and use of personal data!

– Thanks to the leaks that have already happened, there are many phone numbers and email addresses of Russians in the public domain. If criminal sanctions come, companies will most likely monitor the dissemination of personal data more closely and improve the culture of working with them. But the spam will not decrease,” says Konstantin Stepanov, executive director of the IT company HFLabs, which specializes in personal data processing software.
