The shortage and high cost of auto parts, which occurred on the Russian market a year ago and have not been eliminated until now, prompted the State Duma deputies to address this issue. They are ready to present their proposals in a message to Prime Minister Mikhail Mishustin. Portal “AvtoVzglyad” discovered the essence of the initiative.
Members of various committees of the State Duma (on the financial market, industry and transport) decided to submit an application to the government at once with the initiative to create and develop an entire automotive industry in Russia – which will develop would engage in the repair of faulty spare parts and machine assemblies. All this is motivated by the high cost and shortage of new auto parts in the domestic market, caused by Western sanctions. Otherwise, they say, many cars in the country immediately become a joke. To this end, MPs propose a number of measures.
First of all, to prepare a series of legislative acts on the recycling of machines, which means reusing their parts. At the same time, it is proposed to introduce an obligation for Russian and foreign car manufacturers to restore spare parts on Russian territory and force them to publish maintenance and technical documentation for their products. Formulate requirements for restored car parts and prescribe the labeling procedure. The deputies also want to give economic and tax incentives to companies involved in the restoration of car parts.
The issue of organizing this branch of the automotive industry in Russia will be discussed at the next meetings of the expert council under the State Duma Committee on the Auto Parts Base, Izvestia reports.
Note that complex car parts are usually subject to repair and restoration. Such as the turbine, the steering box, the transmission parts, the generator, the starter, the cylinder block and the engine head, but also other pieces of iron. Around the world, their repair comes down to replacing old and worn parts with new ones. In Russia, all this is repaired without any problems: many small workshops specialize in such services. The nuance is that components and materials for the “rebuild” of foreign units can only be bought abroad, which is not cheap. To create our own production of such parts for repair in Russia is an extremely costly affair and requires very specific and deep skills.
Just to start from scratch and organize, for example, the production of impellers for turbocharger systems for cars or the same solenoids for robot transmissions will not work. We need highly qualified specialists with a narrow profile, suitable technologies and equipment. Moreover, in order to become profitable, such an enterprise must produce at least tens of thousands of products in each series. That is, much more than the Russian market for the restoration of auto parts can theoretically “digest”. In fact, this alone puts an end to the good, but absolutely amateurish enterprise of the deputies.
