The changes to the traffic rules that will come into force on March 1, including those relating to means of individual mobility (SIM), were commented at a specially organized press conference by the head of the Scientific Center for Road Safety of the Ministry of the Interior of Russia Dmitry Mitroshin. Portal “AvtoVzglyad” offers interesting details of his speech.
– From a law enforcement point of view regarding SIM users, somehow I wouldn’t focus too much on this. Of course, the police will not chase them along the sidewalks, parks, overtake, measure the speed of the SIM card, Mitroshin said.
Although, according to him, traffic police officers in principle have all the powers to stop a citizen riding an electric scooter and to issue a fine if he violates traffic rules. In addition, the community police officer in the area entrusted to him is also authorized to do so.
Recall that on March 1, 2023 changes to the traffic rules will come into effect, which will officially grant SIM status to electric scooters, electric skateboards, hoverboards, Segways, unicycles and other similar vehicles. They are allowed to travel at a maximum speed of 25 km/h on sidewalks, as well as on bicycle and pedestrian paths. In addition, the law limits their weight to no more than 35 kg.
