The AvtoVzglyad portal discovered what our industry and trade gurus did again by rattling around the world about providing preferential car loans.

Yes, this program, which the Ministry of Industry and Commerce categorically calls a “requested aid measure”, has been extended until 2023. In addition, budgetary resources have already been allocated for its implementation. Here are mere cries of joy, heard largely from those who have not bothered to get a closer acquaintance with the circumstances. Those who have nevertheless taken the trouble to look into the original source are thoughtfully scratching their heads.

Chinese – in the cold?

There are many questions about the program. Firstly, the discount is not given at all on the full cost of the car, but only on the down payment. It is he who is reduced by 20% for residents of the whole country, except for residents of the Far Eastern Federal District – they are forgiven as much as 25%. And if you suddenly decide to buy a car for hard-earned cash, you will naturally and naturally fly past the discount.

Secondly, only cars worth up to 2 million rubles and only of domestic production are covered by the program. Given the meager volume of sales of various UAZs, Moskviches and other small-scale brothers, one could safely call this initiative the “AvtoVAZ assistance program”. By the way, about “Moskvich” – in the Procrustean bed of established restrictions, only his “three-ruble bill” in the most paltry configuration can barely get through.

Last year’s conditions could nominally be considered more democratic, as they at least allowed Haval Jolion to participate in this celebration of life. Today, the Chinese are ruthlessly and with full force thrown out into the cold, without any exceptions. And this, you see, is strange, because in February they gained 38% of the Russian car market, while domestic brands owned a little more – 40%.

Thirdly, the allocated funds in the amount of 5 billion budget rubles do not go over anything at all. The TASS agency refers to the president of AvtoVAZ, Maxim Sokolov, who states that the limits set for this year have already been exhausted. At the same time, 1.5 billion rubles were for some reason strictly reserved for loans for electric vehicles, which by definition do not fit into the price framework of the program. And so the Ministry of Industry and Commerce hurriedly worked out the possibility of transferring the funds allocated for “electric trains” to cars with an internal combustion engine. But somehow it is doubtful whether this decision, if made, will radically improve the situation.

And finally, fourth and last. Preferential loans apply to groups of citizens who “need most urgent support: medical personnel, educators, mobilized personnel, volunteers and contracted military personnel participating in the NWO, as well as their relatives.”

No one is arguing that these people really deserve special treatment. But why do the benefits offered to them by the Ministry of Industry and Commerce look so meager? According to the Avtostat agency, the weighted average price of a new car has increased by 20% in the past year. Not an average, but a weighted average, which has increased the cost of a budget car by more than a fifth. And now, hand on heart, tell me – whose real salary has increased by at least the same percentage? Against the backdrop of a growing gap between wants and opportunities, the benefits of the Ministry of Industry and Commerce seem like a handout.
