
State Duma deputies approved the draft amendments to the law “On compulsory insurance of the civil liability of vehicle owners”. The AvtoVzglyad portal has reviewed the document.
There will be a change in the OSAGO law, which will significantly shorten the minimum possible period of validity of a mandatory car insurance policy. The first paragraph of Article 10 of this law is a simple amendment. The expression “the duration of the compulsory insurance contract is one year” will sound: “the duration of the compulsory insurance contract is from one month to one year.” This gives car owners and insurers the ability to issue OSAGO for virtually any reasonable term.
At one time, the government and the profile committee of the State Duma supported the bill. Despite the fact that the insurance lobby, represented by speakers of the Russian Union of Motorcycle Insurers, as usual spammed the media and all those involved in the discussion of the bill with reviews that challenge the value of the novel. Nevertheless, the State Duma supported it at first reading. This does not mean that Russian motorists are about to automatically get the opportunity to purchase insurance for a suitable period of time and not be guided by insurers.
Practice shows that some bills, after being passed at first reading, “hang” in the State Duma for years without further movement. In addition, the bill can sometimes change beyond recognition in preparation for the second reading. Or the original essence will be debunked – through the efforts of lobbyists.
