The Ministry of Transport sent a proposal to the Ministry of the Interior to tighten up the responsibility of drivers who drive a car without number plates, with closed number plates or with “adapted” number plates. For this, according to Part 2 of Article 12.2 of the Code of Administrative Offenses of the Russian Federation, a fine of 5,000 rubles or deprivation of “rights” for 1-3 months is due. But this is not enough for the Ministry of Transport. The reason for the department’s sudden “excitement” was the common practice of truck drivers to evade “automatic” overload penalties by concealing license plates.
Now in Russia there is a network of about 300 automatic weight and size control points, equipped with photo and video recording systems. When sensors in the roadway detect an excessive load on the axle of a passing car, the camera “clicks” on its license plate and a “letter of congratulations” appears. According to article 12.21.1 of the Code of Administrative Offenses, for overloading the driver is fined 1,000-10,000 rubles, and the truck owner – 100,000-500,000 rubles.
To avoid such expenses, before passing the “frame” of the control line, truck drivers simply cover the license plates of their trucks with dirt or hang them with cloth. After passing through the “danger zone”, they return the GRZ to its original form and continue to move as if nothing had happened. The problem of overloaded driving is of concern to the Department of Transport from a highway safety point of view, as cars with increased axle loads are more likely to break up roads.
Fighting dirty trucker numbers is of course great. But the problem is that the punishment proposals of the Ministry of Transport, Public Works and Water Management in this area are formulated in such a way that there will be tougher penalties for such an offense not only for truck drivers, but also for owners of cars with a hydraulic seal, soiled with mud that flies out from under the wheels.
