A group of State Duma deputies submitted an amendment to Article 13 of the law “On the organization of traffic in the Russian Federation” for consideration by their colleagues. The bottom line is that for the first three hours of parking in paid parking lots “immediately adjacent to sports facilities, buildings housing educational institutions, including pre-school education organizations, state medical organizations and GGDs, cultural organizations”, money should not be charged to anyone. And the owners of cars that transport people with disabilities can leave their vehicles there (and not just in “handicapped” places) for free indefinitely.
The explanatory notes to the bill state that the presence of paid parking at socially important objects makes access difficult for citizens. Including disabled people, who often have to pay for parking their car – when they can’t find free “handicapped” parking spaces.
– Appeals to the Ministry of Transport and to the heads of the test subjects unfortunately did not yield any results. As before, parking near hospitals, schools, kindergartens, cultural houses and other important institutions remain paid, making them less accessible and comfortable, – says Yaroslav Nilov, head of the State Duma Committee on Labor and Social Policy, one of the authors of the account.
